Asset builds created non-public URLs

An unintentional code change led to new asset builds being created with non-public URLs. These assets could then not be accessed by users working in DrEdition or LayoutPreview. Additionally, failing to load assets for layouts created a large backlog in our layout processing system, causing delays and timeouts for all users.

We are making changes to our testing process to ensure this can't happen again. We're also improving our layout processing system to ensure it discards requests that have already been abandoned by the client. This should keep the backlog to a minimum when incidents occur.
